What is the Infant Toddler program?
The Infant Toddler program at TARC is part of the Shawnee County Infant Toddler services. It is a federally mandated program through Part C of the Individuals with Disabilities Education Act (IDEA).

How do I make a referral to the program?
Anyone who has a concern about a child's development may make a referral by calling (785)233-7374.

What happens after the referral is made?
After a referral is made, a member of the TARC staff will contact the parent to schedule an evaluation. The evaluation process begins with the parent's permission to schedule an evaluation. The evaluation is most often done in the child's' home. The team visiting the home will include at least two professionals. The evaluation will include all areas of development.

Young girl.When is a child eligible for infant toddler services at TARC?
A child must have a 25% delay in one area of development (such as speech, motor, thinking skills) or 20% delay in two areas. Or a child may also have a diagnosis (such as Down Syndrome or Spina Bifida) or risk factors (such as extreme prematurity) which place the child at risk for developmental delays.

What happens if my child does not qualify?
If your child does not qualify for services, the team completing the evaluation will give you suggestions to continue supporting your child's development. They can also provide you with information about other community resources if desired.

What happens if my child does qualify for services?Young boy.
If your child qualifies for services, a member of the team completing the evaluation will be your family service coordinator. They will be responsible for scheduling another home visit with the parents to complete enrollment and begin to develop an Individualized Family Service Plan. Please see our Now What? section.

What is the cost for services?
Services are provided at no cost to any family in Shawnee County who has a child ages birth to three years who is eligible for Early Intervention services.

How is this program funded?
The program receives state and federal funds to support it. Other funding sources include United Way of Greater Topeka, county mill levy funds, and private donations and contributions. Parents may choose to let us bill their private insurance and we are also allowed to bill the medical card for services.
